EXPENDITURE OF FUNDS
In accordance with statutory provisions, the Vermilion Parish School Board shall direct the Superintendent to serve as treasurer for the School Board who shall receive, hold in custody, and expend all funds as directed by the School Board and in conformance with statutory accounting and budgetary requirements. The Superintendent shall also maintain pertinent regulations and procedures to assure the proper expending of
School Board funds.
No expenditure of funds shall be made where the expenditure would be more than funds available, unless approved by the School Board. Safeguards for expenditures shall include the following:
Disbursements shall be made by check, ACH or wire transfer for all expenditures.
All disbursements shall be supported by invoices. These supporting invoices will be retained by order of payment. Information as to the date of payment and check numbers must be disclosed on the paid bill filed in chronological order.
Travel expenditures must be evidenced by a travel voucher with all descriptive information pertaining to the expenditure. Whenever possible, all supporting documents such as hotel rooms will be attached to the travel voucher.
No checks should be made payable to cash.
It will be necessary for the individual schools to obtain approval from the Superintendent for extraordinary expenditures.
SCHOOL FUNDS
The principal of a school shall receive, hold in custody, and expend all funds, in accordance with proper procedures outlined by the school system, of all activities of the school for which the principal is responsible. All purchases by the schools shall be made or approved by the principal or by a person authorized in writing by the principal.
